Always do your job to the best of your ability.
If your manager lies on you to a higher-up, blames you for a mistake that did not involve you, did not provide the necessary tools needed to do your job, and/or change the rules without updating your expectations, you must calmly state your case in writing and provide the necessary CYA (Cover Your A**) documents. Do not allow someone to pad your file with unfounded negative performance reviews.
You can’t prevent cutbacks, but it’s your responsibility to exit without a blotch on your professional record.
