The NAACP Image Awards in Los Angeles was a festive celebration of the excellence in black art, entertainment and philanthropy — not to mention a virtual coronation to Kerry Washington and Shonda Rhimes, whose No. 1 rated show “Scandal” has taken Hollywood by storm. It was also an eye-popping showcase of the best — and worst — of fashion design, coordination and celebrity behavior.
