Secretary of Human Services, State of Illinois

With some 14,000 employees, 300 offices scattered statewide and a $5 million budget, the Illinois Department of Human Services is the largest agency in the state. Its services include providing individuals with everything from food stamps and child care, to alcohol and substance abuse counseling. The goal is to improve the quality of life for all Illinoisans.


Now in her fifth year as secretary of human services for the enormous social services bureau, Dr. Carol Adams reveals that her past provided the best preparation for her present position.

“I put all of my education, experience and love of people into making life more meaningful and productive for the people we serve,” says the applied sociologist. “It’s thanks to the many years of teaching that I’m allowed … to apply a synergistic approach to my efforts.” Adams is a hands-on administrator, who enjoys personal interactions with her staff. “Trying to get around to every state office and see my entire team is a tremendous task,” she admits. “Thanks to the advancements in technology, I’ve created a virtual workplace which provides a higher level of interaction between me and my staff. We’re even expanding that approach to include our clients. Soon clients will be able to apply for food stamps and health care online.”

Helping people reach their full potential gives Adams the greatest satisfaction. “Every day, I can see the results of the services we provide,” she says. “I take pride in enriching lives, for as you enrich lives you enrich the communities of this great state.” –tony binns
