Black man still paying child support 25 years after child's death

In 1988, little Michael Q. Touchstone was stricken with acute meningitis and died at age 3. Apparently, someone forgot to alert Wayne County’s child support enforcers. When his father, Lional Campbell, made an inquiry in 2011, they claimed it was their first time hearing of the toddler’s death. Two decades later, really?
