2. Lt. Gen. Larry O. Spencer: The current director, force structure, resources and assessment, J-8, Lt. Gen. Spencer is a career officer with more than 30 years of service. He was honored with the Black Engineer of the Year Career Achievement in Government award at the 2010 BEYA STEM conference. At the Pentagon, Spencer develops capabilities, conducts studies, analysis and assessments, and evaluates plans, programs and strategies for the chairman of the Joint Chiefs of Staff.
