There’s A Riot Goin’ On by Sly & the Family Stone (1970)

Sly Stone was known to “partake” in a lot more than just greenery. Nonetheless, this classic album is soooo slooooow and grooovy that you can’t help but imagine the clouds of smoke and fits of laughter that probably contributed to it taking two years to record. The album actually sounds stoned from start to finish.
