In the week leading up to the Fourth of July, Mayor Omarr Nickerson of El Portal, Florida, delivered sandbags and USA flags to each resident in the city. In addition to giving a small tour of the neighborhood, he also elaborates on how the sandbags are part of operation “be proactive.”
