Why is Homeland Security buying so much ammo?

The Department of Homeland Security has made another major purchase of ammunition, this time 141,000 rounds of sniper ammo. Why is the DHS buying all this ammunition? The official statements given in the past was that the ammo was for target training practice. However, the type of ammo cannot be used for that purpose. The department of Homeland Security has been purchasing hollow-point bullets, which are considered unsuitable for target practice.

In the past two and half years, the DHS has purchased over 2 billion rounds of ammo causing a massive ammo shortage across the country.  DHS officials have stated that they are buying ammo in bulk to save money.  In May of 2013, the DHS requested information from munitions manufacturers could they fulfill an order of two million rounds with a 30-60 day turnaround. The question is why is Homeland Security buying these man killer rounds and claiming target practice only? Is America preparing for some sort of civil unrest?
