There is a reason the Milwaukee Bucks are a pitiful franchise that no one cares about. Their owner is cheap, he lacks foresight, he hires lousy general managers and uninspiring coaches, and they never sign players that can make a major impact in the NBA. They will always have bad team because the front office is managed poorly. Why should similar teams be rewarded when they have done nothing to prove that they can operate a team successfully?
