The term itself hoodie, took on a new meaning during the 1990s, meaning someone from the neighborhood, or a young lady who wasn’t ladylike, that is a “hood rat.” Ironically, the ‘hood rats wore anything but hoods, and preferred to dress on the skimpy side.
