At least Miley Cirus is smoking cigarettes in this photo. But there are famous pictures showed the “Hannah Montana” starlet having a very good time celebrating her 18th birthday. In the pics the star was suspiciously holding a bong and giggling. She later said they were smoking the psychedelic, but legal, herb salvia.
