Ronald Reagan:

Former President Reagan bitterly refused to punish South Africa for the imprisonment of Mandela and existence of apartheid. He vetoed the Comprehensive Anti-Apartheid Act that would implement injurious economic sanctions on South Africa.

Reagan’s stance was due to the fact that the the ANC received backing from Russia. Reagan sided with the white minority Afrikaaner government in order to oppose communism.

Congress opposed Reagan’s stance and Mandela was released from prison four years later.
