Why in the world is the Fulton County Jail so lax that a convicted high-risk cop killer on death row, Niles Speed, could get away with having sex with a female inmate, Jasmine Jones, in his cell?
On December 21, 1991, Speed murdered Atlanta cop Niles Johantgen, 32, in cold blood. On Oct. 7, 1993 he was sentenced to death.
On May 26, the convicted killer Norris Speed sneaked out of his cell in the jail’s medical wing and ran into an old friend, Jasmine Jones, a murderess, who was going to take a shower. He chatted her up, then they had a consensual sexual tryst in his cell. Sheriff’s Deputy Michel Watts caught the pair.
Speed has been in the Fulton County Jail since July 2011 for ongoing hearings for October 2011, murder and robbery charges.
Fulton County Jail is overcrowded and the locks are faulty; prisoners can jimmy the locks with toilet paper and soap.
“She stated that inmate Speed popped opened the side door and told her to come into his cell. Inmate Jones then stated that she was tempted and let the lust get the best of her so she willingly entered inmate Speed’s cell although she was extremely nervous,” Watts wrote in an incident report obtained by the AJC.
Jones admitted to authorities that they had consensual sex, while Speed says he wasn’t able “to do anything.”
The county is currently spending $5 million to replace 1,300 faulty locks by July this year.
