Leland was a leading advocate on hunger and public health issues, and in 1984 he established the Congressional Select Committee on Hunger.  He also developed a number of programs to address the famine crises in Ethiopia and Sudan during the ’80s. In 1989 Leland  died in a plane crash on a mission trip to Ethopia.
