The recently-opened Dream Downtown’s rooftop club Ph-D has become one of the toughest doors this season. Try to arrive before the velvet ropes go up around 8 p.m. or plan on paying for bottle service, and you’ll be treated to Empire State Building views and a decor reminiscent of ’80s excess — leather banquettes, black lacquer and shiny chrome. Heidi Klum recently hosted a Halloween party here, and other celebs spotted include Leonardo DiCaprio, Russell Simmons, Khloe Kardashian, Taraji P Henson, and Sanaa Lathan. Diddy and Cameron Diaz were also caught making out here.
