Julien Martell Skipper apparently likes to rob the cradle. The 33-year-old registered sex offender was found underneath a child’s bed. The convicted child molester was found in his neighbor’s apartment. Police were called to the apartment in Bettendorf to investigate a disturbance. Skipper was arrested for drugs and the two sex offender/probation violation charges were added when authorities discovered he was a registered offender. Skipper is required by law to report and notify Iowa authorities when he changes residences. He failed to do so when he moved into the apartment with the children, ages, 5 and 10, on March 9, 2014. In 2007, Skipper, then 25, was charged with performing lewd and lascivious acts with a minor and earned his sex offender title. He had a 14-year-old perform oral sex on him. He has been charged with possession with intent to deliver and a parole violation.
